Abstract
Recycling, as a complementary activity of the public cleaning service, is a priority need in view of the health crisis that we are currently experiencing in the management of garbage and the state of open-air sanitary landfills. The administrative branch is the one who must attend this basic need in the provision of home public services, to meet the demand of population centers. Concerning this purpose and seeking to manage the problem, countries have focused their policies on sustainable development under a reductionist vision of environmental, economic, and social problems. Aiming at the correct execution of these policies is where the optimization of regulatory practices can contribute from the formulation, planning, execution, and evaluation to effectively achieve the sustainable development goals and thus, achieve an impact on the general interest of the population.Downloads
