Abstract
This article addresses the problem that arises in the municipality of Rabanal (Cundinamarca), with the illegal exploitation of coal, because this illegality brings with it various underlying problems at the municipal and national level, since it does not generate royalties for the nation, it brings forced displacement of peasants, given the proliferation of groups outside the law. Situations that imply greater controls by decentralized entities and environmental authorities in the jurisdiction of the municipality of Rabanal-Cundinamarca, which in its case is Corpochivor, to avoid the serious environmental impacts that are glimpsed along the natural resources and that are sometimes difficult to renew. Thus, this article will make known and address the different regulations, with which mining titles are being awarded, the entities that regulate these awards and the interrelationship between them, and the control of legality. Also, it will showcase a description and geographical location of the Páramo de Rabanal, an area which is the subject of analysis in this article, where the different municipalities and populations affected by this scourge of illegal mining are articulated.Downloads
